In Might 2019, a 12 months after the Supreme Courtroom order, Narayanasamy despatched a file to Bedi recommending appointment of former bureaucrat T M Balakrishnan as SEC. The L-G returned the file in July, saying he couldn’t be accepted for appointment.

“The Lt Governor wished to nominate an election commissioner with out the federal government. Beneath the Village and Commune Panchayats Act, and in addition Municipalities Act, energy is vested with the minister. The L-G is just for clearance,” he mentioned.

Bedi mentioned regardless of her repeated interventions, the Puducherry authorities has been “dragging its ft” and never “publishing the delimited wards” earlier than developing with a reputation for the publish of SEC.

The L-G, she mentioned, is the competent authority to nominate the SEC. “They (authorities) simply picked up someone and despatched a file for approval. It was not by due course of. They only picked up their very own individual,” she mentioned. “I mentioned, you perform due course of (for appointment), publish it within the paper, name for eligible candidates, represent a committee with three individuals together with the Chief Secretary after which two from Ministry of Residence Affairs and Ministry of Panchayati Raj…they’ll suggest a reputation.”

After returning the file, the L-G’s workplace in July final 12 months issued an open commercial for appointment of the SEC. Later that month, Puducherry Meeting Speaker V P Sivakozhunthu annulled the commercial. A day later, the federal government appointed Balakrishnan as SEC.

The L-G has no energy to organize guidelines. (However) the L-G ready guidelines…framed the foundations herself. The Meeting nullified the foundations framed by her. Then the Meeting appointed Mr Balakrishnan, a retired IAS officer who has performed a number of elections…”

A youth, girls management…. It’s a massive problem for them to have it earlier than Meeting elections in Might (2021)…. It would throw up some new, impartial candidates who might then be a problem within the Meeting elections. Their effort is to in some way acquire time and never maintain in earlier than Might.”

Narayanasamy mentioned, “The PM, with out figuring out the background, is saying we’ve got not performed native physique elections. It’s fairly unlucky that the honourable PM, with out going into particulars of what had occurred, who was answerable for delay, is placing the blame on the elected authorities with out correcting the L-G, who was appointed by the Centre. He’s blaming my authorities…”

He additionally mentioned the Centre, and the PM, is “watching the unconstitutional and undemocratic method during which the L-G has been functioning for the final four-and-a-half years right here, interfering in day-to-day administration, not permitting the elected authorities to perform in accordance with guidelines. The Prime Minister isn’t speaking about it. Is it democracy? The L-G interfering in day-to-day administration is democracy?”
